General Services Counter
  • General Services Counter in the Local Tax Bureau, Hsinchu City provides 88 different services, as shown in the table below. The services can be delivered in a number of ways: handling of customer inquiries, reprinting of documents, and issuing of certificates by walk-in service and instant pickup service.
  • The service personnel will fill in the online application form for the applicant(s); while the applicant can view the form via the computer screen. In the following, the service personnel print out the application form and has it signed by the applicant to complete the service.
  • Establish “Land Value Incremental Tax/Deed Tax Registration”, “English/ Expedited” counter, supply speedy service by the professional.
  • By having dual computer screens at the counter, computerized queue system and service satisfaction survey, the needs of the public can be quickly received and confirmed at the same time.
Extra office hours

General services counter provides service to the public on lunchtime and works an extension of one hour after regular office hours. No need to take a day off to arrange official business.

Door-to-door service

Hsinchu City residents aged 60 and above and those who don’t know how to use a computer or have physical disabilities may schedule an appointment via telephone or fax for 43 types of door-to-door services.

On-line services between offices
  • By using computer connection across various institutions, to check household registration, land registration, building ownership, etc, people need not supply documentary information nor running back and forth, simplified application process.
  • The 4-in-1 cross-agency citizen services, which integrate the governmental resources of the household registration office, land office, and regulatory body, permit citizens to change their addresses, names, and other information registered at the tax agency, land office, and regulatory body while applying to move into a new residence or change their addresses or names at a household registration office.
  • We establish an inspection system at Land Office. The public can finish the registration of real estate (or immovable property) transfer at Land office. It saves the time for the public to shuttle between Land office and Tax Administration.
Quick and convenient tax refund service
  • Tax refund in cash
    It is the first time in our country that, no limit in amount, we will refund taxpayers land value tax, house tax, and vehicle license tax in cash and it only takes 15 minutes to complete tax refund.
  • Refund of Tax Overpayment
    The processing time has been shortened from 14 days to 3 days, and the check will be delivered to the taxpayer by registered mail.
  • Directly tax refund transfer
    Tax refund will be transferred to the designated account directly. Taxpayers do not have to go to the bank to deposit a check in the account.

    • Internet Application System—We offer Internet application services for declarations and applications regarding: land value increment tax, deed tax, stamp tax, land value tax, and house tax. Individuals and land administration agents may complete the following applications and declarations, print out electronic tax bills, or inquire about their application status via the Internet, without having to pay a visit to the Local Tax Bureau in person during the application process:
      • Declarations of land value increment tax, deed tax, and stamp tax
      • Declarations of taxpayer files and change of use, as well as applications for tax statements and taxation details.
      • Applications for land eligible for special land value tax rate and land value tax reduction or exemption.
    • Online pick-up service—Combining the mechanism of authenticating citizen digital certificate, with 15 online services, applicants can print out the tax bills, tax statements and query tax matters at home.
    • Online-Calculation—Key in IDN and district, ground number, system would automatically come up with previous transfer information, and calculate the total amount of land incremental tax that should be paid.
    • Application-Progress Check—Support progress check for land incremental tax, deed tax and other cases online.
    • Download Center—3 kinds of taxation software, 6 operation instructions, 48 blank application form (WORD, PDF format) and sample are available.
    • Internet Counter—20 kinds of online application, 4 kinds of online calculation, and 4 kinds of online inquiries are available.
  • Local Tax Notification Service
    The service notifies taxpayers about local tax information, such as: tax payment, tax arrears, and tax refunds, and reminds them of deadlines and expiration dates. Citizens can handle their tax affairs easily by subscribing to E-Housekeeper Notification Service online.
  • E-Area
    At the first floor "e-area" of our office, we provide 2 computers, enable guests to go online, calculate tax bill, check any taxation information, and apply for progress check.
